With your original equipment JRI coil springs having collapsed top coils you are ultimately riding on the lower main spring section which is indeed the heavy rate of the springs. This in turn gives a extremely stiff and rough ride quality. Explanation of Stage/Rate Choices:

 ( STAGE TWO/MEDIUM RATE ) Recommended for 1 or 2 average size passengers with normal amount of cargo and accessories weight and / or some accumulation of mud weight. 

 ( STAGE THREE/ HEAVY RATE ) Recommended for 2 large size passengers with heavy added cargo and accessories weight and / or heavy accumulation of mud weight.
